The Commonwealth Government & Business Guide to Information
and Communication Technology ICT Forum is intended to become
the most comprehensive range of articles and opinions on Commonwealth
ICT issues available anywhere on the World Wide Web.
Within the Forum you will find articles from some of the
most influential and knowledgeable writers in the world in
this field alongside contributions from commercial organisations
active in creating ICT infrastructure throughout the diverse
range of countries that make up the Commonwealth.
We also include articles from citizens of the Commonwealth
whose lives are touched daily by the state of development
of ICTs in their own countries.
In the democratic spirit of the Commonwealth you find Ministers
writing openly alongside their citizens. The CTO hopes that
this unique open dialogue will contribute to its mission to
