The information presented here represents a comprehensive source of data on ICT in the Commonwealth. It is also a snapshot of the picture in the whole of the developing world. The CTO firmly believes that in terms of the lessons to be learned from the wealth of experience of its 54 countries the Commonwealth is a base not a boundary.
